Route Development Timeline:

1921: Highway 1 is created as part of Minnesota's original constitutional trunk highway system. The northern section on Dodd Road from the Ramsey County line to what is now the intersection of Highway 149 and Opperman Drive in Eagan is already paved. It had been graded and paved by the Department of Highways from 1919 to 1920 as (County) State Road 1. The original pavement was asphalt on concrete, 18 feet wide. The rest of Highway 1 in Dakota County is still under construction. By the end of the year, construction is completed on a new grade from Opperman Drive to Farmington, and also from Farmington south to the Rice County line at Northfield. The construction includes a bridge over the Vermillion River north of Farmington, as well as a railroad underpass just south of the junction with South Robert Trail.

1922: The grades completed in 1921 are paved in concrete, 18 feet wide. The city streets in use by Highway 1 in Farmington are also paved. State Highway 1 is the first trunk highway in Dakota County to be completed.

September, 1926: US Highway 65, one of the original US routes, is routed onto State Highway 1 from Iowa to St. Paul.

1932: US Highway 65 is moved off of the northern portion of Highway 1 in Dakota County onto South Robert Trail to St Paul after it is paved by Ramsey County.

May 4, 1934: State Highway 1 is retired due to redundancy with various US routes in Minnesota. The section from Northfield to Farmington remains as US 65, now duplexed with a northern extension of US Highway 218. The section from Farmington to South Robert Trail is designated US 218. The northern section on Jefferson Trail and Dodd Road becomes State Highway 88.

Post Retirement Route Developments (Non-Construction):

1935: US 218 is downgraded to a state route.
1950: State Highway 88 is retired, and replaced by a southern extension of State Highway 49 from St. Paul.
1956: US 65 is moved off of old Highway 1 in Dakota County to a new alignment further west.
1961: State Highway 218 is retired, and replaced by State Highway 3 from Owatonna to St. Paul.
1980: State Highway 49 south of St. Paul is renumbered as State Highway 149.
